
The initiative to care for and protect children is vital for family well-being and social stability. Following the directives from the National and Zhejiang Provincial Women’s Federations regarding the “Love Moms” program to assist left-behind and disadvantaged children, the Quzhou Women’s Federation has targeted the needs of children in mountainous regions. It has refined care policies and implemented supportive measures, uniting various sectors to develop the “Three Qu Moms” brand for caring for these children. This initiative aims to serve effectively as guides for children’s development, protectors of their rights, and architects of their futures.
Enhancing Top-Level Design and Establishing an Integrated Advancement Mechanism

Quzhou City has introduced an implementation plan for the three-year action to deepen the “Three Qu Moms” program for pairing and caring for left-behind and disadvantaged children. This plan features an innovative “1433” work system, focusing on one primary goal and employing four mechanisms: recruitment management, care services, paired growth, and empowerment support. It addresses three groups: disadvantaged children, left-behind children, and children with special needs, implementing three key initiatives: empowering growth, compassionate assistance, and warm guardianship. Additionally, guidance has been provided to Changshan County to execute the “Five Ones” project, which involves organizing a collective birthday celebration, hosting a parent-child movie viewing, writing a letter of familial affection, conducting a parent-child activity, and offering family education support for left-behind children.
Fostering Collaborative Interaction and Developing a Diversified Care Model

Efforts are being made to recruit “Three Qu Moms” and identify left-behind and disadvantaged children, leading to the creation of a “Three Qu Moms” directory, a list of needs for these children, and an “1+N” pairing system. So far, 3,871 “Three Qu Moms” have established “one-on-one” and “many-to-one” pairings with 2,414 left-behind and disadvantaged children. Addressing the urgent challenges children face during their development, support is offered to “Three Qu Moms” in areas such as fostering cultural and sports interests, enhancing learning environments, broadening perspectives, and providing access to medical services. Eight projects are being implemented, including the “Love Follows the Feather” sports equipment donation initiative, “Micro Libraries” and “Sunflower Blooming” interactive exchanges between urban and rural children, and the “Sharing Sunshine” rehabilitation program for children with special needs.
Fostering Collaborative Interaction and Developing a Diversified Care Model

A Public Service Alliance for Caring for Children has been formed, comprising 68 member organizations, including social organizations and chambers of commerce, along with 133 “Three Qu Moms.” This alliance effectively connects supply and demand, coordinating resources such as funding, manpower, venues, and data. A special charitable fund for child-friendly initiatives has been established in Quzhou City, securing 1.43 million yuan in the first phase from businesses, social organizations, and compassionate individuals to support the services provided by “Three Qu Moms.” Concepts related to child-friendliness are incorporated into urban development, spatial renovation, and shared services through initiatives like the “Child-Friendly” science caravan, the creation of intergenerational spaces, and the provision of affordable childcare. These efforts aim to cultivate a safe, loving, and healthy environment for the growth of left-behind and disadvantaged children, fostering a supportive societal atmosphere focused on children’s well-being.
