Enterprise Community of the Economic Development Zone in Ouhai District, Wenzhou: Three Mechanisms for a Child-Friendly Environment, Providing Reassurance for Employees and Enterprises

Established in March 2012, the Enterprise Community of the Economic Development Zone covers an area of 2.58 square kilometers and includes 309 enterprises. It offers one “Peace of Mind” apartment complex, which accommodates more than 2,500 employees. This community is among the first in the province designed solely to serve enterprises. In recent years, it has actively advanced the development of child-friendly city initiatives. Through platforms like the Oujiang Red Party-Mass Service Center and the Women and Children’s Station, the community has organized activities for employees’ children, including “Red Education” for ideological learning, “Practical Learning” experiences, “Warm and Healthy Care” for well-being, and programs to support the national “Double Reduction” policy on education. In 2023 alone, the community conducted 73 such activities, serving over 5,000 children in total. These efforts aim to broaden the children’s horizons, instill virtues, and enable them to pursue their dreams, fostering a stronger sense of happiness and belonging among children, families, and employees.

One key initiative, which has been upheld for 12 years, is to address the challenge faced by enterprise employees of caring for their children, known as “Little Migratory Birds” (children of migrant workers), or those remaining in Wenzhou during the summer holidays. To enrich these children’s “second classroom” experiences, the community has annually hosted the “Little Migratory Bird Triple-Heart Education” program. Through a “Five-in-One Community Cooperation” model, the initiative creates a supportive “nest” for the children, accompanying them as they grow and develop.

01 Establishing a “Cooperative Child Protection” Mechanism with Social Organizations to Promote Child-Friendly Services

The Enterprise Community has actively integrated resources from various sectors, guiding social organizations focused on child-related work to participate in creating a child-friendly environment. This collaborative effort fosters a supportive social atmosphere for accompanying, caring for, and promoting the healthy development of children.

For instance, in partnership with Gu Fuwei, Chairman of the Wenzhou Xinghai Public Welfare Center, a platform has been established to support children with autism. Through this platform, the community has organized educational activities such as the Autism Awareness During Summer campaign, which uses thematic exhibitions, Q&A sessions, and information dissemination to improve parents’ understanding and acceptance of children with autism.

Additionally, the community has maintained a decade-long collaboration with the “Journey of Love” Summer Practice Team from Wenzhou University to hold summer camps for “Little Migratory Birds.” These camps provide courses on Wenzhou’s intangible cultural heritage and ancient architecture, allowing the children to explore the ancient culture of Ouyue and immerse themselves in its rich historical and cultural legacy.

02 Innovating a Volunteer Credit System for “Little Migratory Birds” to Build a Child-Friendly Environment

Through collaborative efforts and resource-sharing among community groups and associations, the community connects quality resources, organizes a variety of activities, recruits skilled instructors, and integrates social workers into program management. Additionally, a volunteer recruitment initiative invites parents to participate in caregiving services during key times of the day: morning sign-in, lunchtime supervision and naps, and afternoon check-out. During these periods, parents can accumulate volunteer credits, which can be exchanged for additional discounted services or essential supplies.

This year, in the second phase of the summer camp—part of the “Sunshine for Children” Care Initiative—the community has implemented a program for the children of enterprise employees. The program includes a range of enjoyable and enriching activities, such as ancient poetry appreciation, engaging cultural literacy lessons, fascinating science exploration classes, hands-on labor education, and practical safety training. These activities offer children the opportunity to joyfully learn and grow in a happy, supportive environment.

03 Exploring Party-Mass Integration for Collaborative Child-Friendly Spaces

The Enterprise Community has developed child-friendly spaces across its jurisdiction, including at the Party-Mass Service Center, Data Security Harbor, makerspaces, Women and Children’s Station, as well as surrounding schools and residential neighborhoods, establishing a “one center, multiple bases” model. This year, the Party-Mass Service Center launched activities such as “Red Sundays” and the “Little Migratory Birds Growing Up Healthily—Youth Palace at Your Doorstep” holiday training program, providing “Little Migratory Birds” and children of employees staying in Wenzhou during the summer opportunities to learn skills in hosting, vocal music, and to experience intangible cultural heritage.

In the makerspace and the Data Security Harbor’s Party-Mass Activity Room, the community collaborated with the Wenzhou Health and Maternal and Child Guidance Center to conduct “Red July Service Month” events, which included activities like “Don’t Be a Silent Lamb” for personal safety education and “Meet Adolescence” for puberty guidance. At the Women and Children’s Station, family education courses were held to support improved parent-child communication. During the summer vacation period, the community also uses a digital transfer station to distribute useful information and offer personalized, menu-style services for children, such as organizing Red-themed educational study tours and fulfilling children’s small wishes.

For twelve years, the Enterprise Community has focused on ensuring the happiness of children, the peace of mind of employees, and the confidence of enterprises. With a “one-meter height” perspective, it has developed innovative care and protection mechanisms, bringing together collective strength through the “Five-in-One Community Cooperation” model to build a nurturing environment for children and support their healthy growth.
