Chengnan Subdistrict in Wuzhong District of Suzhou: Targeted Efforts to Create a “Five-Age Friendly” Community

The Party Working Committee of Chengnan Subdistrict is addressing the diverse needs of local groups across five age ranges, including the elderly, minors, middle-aged residents, and young adults, by embedding public services within the community. Through a combination of convenient public services, beneficial policy awareness campaigns, traditional cultural events, and engaging educational activities for children, the subdistrict is creating a harmonious and inclusive “Five-Age Friendly” environment.

Child-Friendly Spaces: Cultivating Colorful Childhood Dreams

Leveraging the Party-Masses Service Center, the subdistrict integrates resources from the “Child Care Home” and the “Juvenile Protection Workstation” to create a multi-functional “Child Care Home” activity room. Here, children participate in themed programs like “Reading Together,” the “Young Seedlings” summer camp, and the Chengnan Science Exploration Camp to nurture their growth and make their childhood vibrant. By coordinating with families, schools, and society, the community provides venues and organizes activities, inviting teachers from partner schools to offer academic support and skill-building sessions. Parents are encouraged to join parenting workshops and activities, allowing children to access quality educational, cultural, and recreational resources close to home.

Youth-Friendly Spaces: Fostering New Development Momentum

Focusing on young party members engaged in emerging industries, the subdistrict is launching the “Begonia Red · New Bee Initiative,” with the Party-Masses Service Center at its core, and collaborating with the Wufeng Life Plaza, the Begonia Red “New Bee Happiness Pavilion,” and the Warm Bee Post to establish a “1+3” comprehensive service network for young workers. This offers them learning and rest spaces and forms the “Love of New Bees” volunteer service team of young party members. Through a points-based rewards system, young volunteers are encouraged to participate in community services such as meal delivery for the elderly, pooling their “new” energy into community development.

Middle-Aged Friendly Spaces: Weaving Social Bonds

To foster social bonds for middle-aged residents, the subdistrict hosts “Scholarly Chengnan,” “Our Festivals,” and “Civilized Chengnan” series of activities, providing reading and social spaces to meet residents’ intellectual and social needs and enhance their quality of life. An innovative “Policy Marketplace” is set up, offering advice on employment, entrepreneurship, and legal rights at residents’ doorsteps. Regular visits by volunteer counselors provide mental health support to relieve stress and improve well-being among middle-aged residents.

Age-Friendly Spaces: Crafting a Happy “Sunset Glow”

With the needs of seniors in mind, Chengnan has built a “three-sides” eldercare system—“meal access at the table, services at nearby sites, and aid within reach”—to promote a diversified eldercare framework. Through “Senior Dining Halls,” the subdistrict provides dining, learning, cultural, and healthcare services at accessible day-care centers. With each community equipped with a service point and each location featuring multifunctional services, seniors benefit from coverage across all areas. Leveraging the wisdom and experience of senior residents, the “Chengnan Aunties” volunteer patrol team conducts regular visits to check on the well-being of elderly residents, especially those who are frail, in financial difficulty, or living alone, offering cultural, health, and daily living support to strengthen the “Silver Force” in community governance.

Support for Special Groups: Building a Warm “Protective Wall”

With a focus on vulnerable groups, including the disabled, impoverished, ill, and weak, Chengnan implements customized assistance plans with a “one household, one policy” approach, advancing “safety-net policies” of the Party and government to create a secure, friendly, and inclusive community model. Volunteers from the “Begonia Pioneers” and the “Love of New Bees” service teams conduct home visits, phone calls, and online check-ins as part of a three-tier “care connection,” offering services such as meal delivery, medical visits, and tutoring to those in need. This network of care provides warmth and security to these special groups, forming a protective wall of compassion within the community.
